1:00pm   | A Guide to the RI Economy Overview by Dr. Leonard Lardaro, Professor at URI

This session explores the connection between Rhode Island’s economy and its real estate market, highlighting how employment, new home construction, and other economic factors impact real estate dynamics. It will also review the state’s past economic challenges, including the financial crisis and pandemic, and analyze current conditions such as job growth and evolving trends. Finally, the course will look ahead at the future of Rhode Island’s economy, examining key trends and government policies that may shape real estate in the years to come.

2:15pm   | 2024 Land Use Update Presentation by Peter Regan & Michael Monti, Sayer Regan & Thayer, LLP

This class covers recent legislative changes to the Rhode Island Zoning Enabling Act, designed to streamline land development and boost housing inventory. We’ll provide updates on the implementation of key provisions, including the “Adaptive Re-Use” statute and the removal of the master plan phase for certain projects. Additionally, we’ll review 2024 amendments related to substandard lots, new Accessory Dwelling Unit rules, and evolving regulations on short-term rentals and “unrelated persons.”

Our Presenters:

Dr. Leonard Lardaro, Professor at URI

Professor Lardaro graduated from URI with a B.A. in Economics in 1973 and previously taught at Florida International University. At URI, he has taught a wide range of economics courses at both undergraduate and graduate levels. He authored the undergraduate textbook Applied Econometrics and has written numerous articles, including those on labor supply effects of unemployment insurance and union certification elections, one of which was included in WESTLAW. His research has evaluated econometric models for the Rhode Island Budget Office and investigated occupational vacancy rates and the working-age population in Rhode Island.

Throughout his career, Professor Lardaro has actively contributed to various economic and community initiatives. He was appointed to Governor Garrahy’s Ad Hoc Committee for the New Workers’ Compensation Law and worked on the Joint URI-Rhode Island Budget Office Econometrics Project. In 1995, he testified about the economic impact of the Providence Place Mall, and he developed the Current Conditions Index for Rhode Island. His community involvement includes roles with the Family Independence Coalition, United Way, and the Girl Scouts of Rhode Island. Additionally, he served on several advisory committees and was appointed by Governors Almond and Carcieri to various state economic and tax policy groups.


Peter B. Regan, Esq, Managing Partner at Sayer Regan & Thayer, LLP

When my sons were 8 years old, they asked me to explain what I actually did for a living. After some thought, I told them that I help people solve problems. I get great satisfaction from sitting with clients, listening to their goals and helping them to achieve them.

The essence of what we do is distilled in the phrase “Helping you meet challenges and seize opportunities”. Whether it’s assisting clients in resolving a business dispute or a dispute with their neighbor, working with them to establish a new business, or helping them to take advantage of a new opportunity, our focus is always on what the client wants.

I learned early in my career that what I may believe is a great result doesn’t matter, unless the client also has the same goal. Peter’s professional background includes membership in several bar associations, including the Newport County, Rhode Island, and American Bar Associations, and the Maritime Law Association of the United States. I have served as a Municipal Court Judge, Probate Judge, Assistant Town Solicitor, and Criminal Prosecutor for the Town of Middletown, Rhode Island. I’ve also presented and published extensively on topics such as drunk driving laws, admiralty law, landlord/tenant law, and real estate litigation. Additionally, I am actively involved in the community as a trustee and past president of the Boys & Girls Clubs of Newport County and a board member of Middletown Little League. My areas of practice include commercial and civil litigation, business and commercial law, zoning and land use, and admiralty and maritime law.
